EB-5 investment-based green card program booms but requires Congressional reauthorization

The 20-year-old federal program referred to as EB-5 has become a lifeline for economic development in recent years, raising hundreds of millions of dollars for film studios, hotels and even redevelopment of the Brooklyn, NY Navy Yards. Under EB-5, foreigners who invest at least $500,000 get two-year visas for themselves, their spouses and their children. The visas can become green cards if the investment produces at least 10 jobs in areas of high unemployment.

Baltimore mayor looks to immigrants to stem population decline

At her inauguration, Baltimore Mayor Stephanie Rawlings-Blake set the goal of increasing the city's population by 22,000 people — 3.5 percent — in 10 years.
