USCIS can grant up to 10,000 U visas to principal aliens in a fiscal year. If the cap is reached in any fiscal year, a waiting list will be created by USCIS and assign eligible petitioners to the waiting list. Those on the waiting list will be given deferred action, and can obtain employment and travel authorization.
